Narrative
NOTE - Consensus of several family trees is that this Hugh belongs with the family of Alexander McArthur and Catherine McKay.
I'm going out on a limb here and placing this Hugh with the family of Neil and Bridget, because of a marriage and a birth record in the Drouin collection.

Neil later returned to PEI, when Hugh would have been an infant.
Also, while naming patterns aren't infallible, note that Hugh named a son Cornelius, but no son Alexander or daughter Catherine. As well, the Hugh in Lot 14 is a better fit with the family of Alexander and Catherine.
Neil McArthur was in possession of land in Lot 13 near the mill, land that he was holding for his son, according to the notes made by the agent on Seymour's rent rolls dated 1824. Seymour was the absentee landlord of Lot 13.

The Richmond Parish, Presbyterian Church, records state: "Married by Mr McGregor on 8 February 1827 Hugh McArthur of Lot 13 and Helen Ramsay of Lot 16."
Hugh and Nellie McArthur were the parents of six children: Elizabeth; William, late of Cambridge; Cornelius, who was formerly Superintendent of the Pittsfield, Mass. Cemetery; Sarah, who married John Ramsay and lived in Cambridge, Mass.; Matthias, who was accidentally killed in Jersey City; and Julia Ann, wife of Alexander Elder of Cambridge, Mass.
According to his daughter's obituary he was "a school teacher when a young man and afterwards engaged in agricultural pursuits." The journal of the landlord Seymour, who made a trip across Lot 13 in 1840, as transcribed by Doug Sobey in The Island magazine "A small school house adjoining where Mcarthur one of my Tenants taught - as he had been long sick. I let him off two years arrears. Then to his fathers who had purchased a farm from me on the Extreme point of the Lot - a fine old man who gave us some bread & Milk [the old man had to be Neil McArthur] & passing down to Trout River side over some Marshy Land. John Mcarthur another son took the four with their saddles into a Canoe made of a single pine..."
This fits with Hugh dying in 1840, being a schoolteacher, and living in the same area as Neil McArthur.
